1. Talk directly to your neighbor in a platonic manner explaining the situation. Often people don't know they are bothering you, will apologize and adjust the noise level.

2. Contact any landlords or apartment managers that might be involved. File your complaint in writing.

3. Consult your local police department about noise ordinances that may be applicable to your situation. Also consider that playing noise throught the wall could be illegal.
